There you go, your own little planet! You can rotate the image (like you did in step 2) until you find the orientation that works best for your image. In the pop-up window you will see a preview of your little planet make sure that the Rectangular to Polar option is marked and click OK. Go to Menu > Filter > Distort > Polar Coordinates.
